    Answer:

Our mobile phone would have strong radiation when we turn on the cell phone or before we put a call through or when the mobile phone has insufficient electric quantity or when it has unstable signal. Among these factors, unstable signal would generate the strongest radiation.

The reason is that only when the cell phone is turning on, can it keep a stable and constant contact with the sending site. If the signal becomes weak and unstable, the  phone would strengthen or reduce the sending rate initiatively. Even if the signal becomes stable later on, the  phone would also maintain strong signal for a period of time, this is why the mobile phone will consume much more electric quantity in the places with low signal. So please pay attention to these occasions to avoid possible harm by its radiation.
