Doping is the use of prohibited drugs or technique to improve athletic performance. Performance-enhancing drugs pose a significant risk to the health of athletes. Doping control in sports is a collaborative effort and attempt at controlling the use of performance-enhancing drugs. Offenses against doping include agreed policy to punish athletes for drug use violation such as

  • use of any prohibited substances or methods
  • refusal to submit samples for testing
  • contaminating a submitted sample

Effective action against doping in competitive sports requires cooperative action, not only between governments and non-governmental organizations, but also internationally. Guidelines are set forth for actions to be taken to prevent the use of drugs by athletes. These include legislative and/or other measures, establishing laboratories and encouraging research, developing educational programs, and providing subsidies for dope controls. Recommendations are made on measures to be taken by sports organizations. These include unified enforcement of regulations, using dope control facilities, and reinforcement of eligibility provisions, penalties, and qualifying standards.
