I've tried the USB root hub power settings fix, I've tried the uninstalling of the root hub fix and neither of them have any long term effect and are generally useless.

Uninstalling it under "Software" instantly freed up the USB ports.
If so forget Linux, it's a Windows issue, if not, it's a hardware issue.
