I think a big clue is that the error number is 1114, as opposed to the more common one of 1157: 1114: an initialization routine failed in the dll 1157: one
And, php_exif.dll must be loaded after php_mbstring.dll in php.ini. but it still did not install. (note: this install is an absolute minumum install that does not install internet explorer 3, nor the online_services stuff, and limits the "accessories" installed to etc. This is almost certainly a red herring.

This could be done by adding a bogus call into nspr4.dll from the exe and (of course) packaging up a copy of nspr4.dll to be in the ns_temp dir when setup.exe The only oddity is that the Dependency Walker (and also Mozilla's install_status.log) reports my Win95 version as 4.00.1111B, whereas ControlPanel->System reports it as 4.00.950B. I'm suggesting using the existing version and forcing it to implicitly load when setup.exe loads.

The zlib x86.dll seems to be related to file compression. It fails to sync and I get an error message; Error: Unable to load DLL 'zlib x86.dll' The specified module could not be found. Apparently some of these extensions or their requirements, which either come with the base PHP install zip or the PECL extensions, are either too obscure or too fragile to be necessary When I try to load zlibwapi64.dll from a non-managed C++ application, it loads no problem.
