For Lenovo, Dell, HP, Toshiba, Acer and Asus Laptops, try using the following key combination.
If there's a retail store nearby that sells Surface hardware, see if you can take your Surface in and connect it to their display keyboard.

I would try uninstalling the device from device manger and do a graceful restart with the cover attached to let Windows find the driver/install them.
