At the moment I have TimeMachine off so no local backups as I read this wasn't necessarily good for the SSDs write count. It would be very abnormal for the system to not report back the correct numbers. If you right click on your local disk in question and go to properties, then disk cleanup.. Ask !
I think disk sweeper ignores anything stored in these folders.
My guess is OS X is reporting your drive capacity at about 111.75GB instead of nearly 120GB.

Also, take a look in C:\Windows\winsxs, which is notorious for holding automated system backup files in Vista and 7 that nobody uses and swallowing disk space.
